January 6, 1954, marks an important date in the history of the Catholic Church in eastern Democratic Republic of Congo. On that day, the Holy See officially announced a decree by which the Apostolic Vicariate of Costermansville changed its name to the Apostolic Vicariate of Bukavu.

This article is a presentation by Monsignor Mathieu Bondobo, Vicar General of the Archdiocese of Bangui, during the day of ongoing training for priests working in Bangui. We present here the first part concerning the Parish Pastoral Council and the second in the following issue.
