To the people of Mongolia I am relaying what we, Cardinals, Archbishops and Bishops, said in Lubumbashi, addressing the Congolese people and I appeal to your sense of responsibility as primary sovereign (cf. For credible elections, n°15): No to opportunists and fickle people who change sides in search of personal interests; No to those who take their family members as substitutes; No to those who apply at all levels; No to tribalists and nepotists; No to the buying of consciences.

Cardinal Majella was born on October 19, 1933 in Juiz de Fora (Brazil). Ordained a priest for the Archdiocese of São Paulo on June 29, 1957, he was appointed Bishop of Toledo on May 5, 1978 and consecrated bishop by Cardinal Paulo Evaristo Arns on August 6 of the same year. Isaiah puts divine authority in its place in a society where authorities prefer to form coalitions with foreigners. Instead of the Jews focusing on justice for the good of all, they spend their time in false securities (coalition and fortification of Jerusalem). It is the human method that often forgets the One who grants power and salvation.
